Marcia Carolyn Kaptur (KAP-tər; born June 17, 1946) is an American politician serving as the U.S. representative from Ohio's 9th congressional district. Now elected into her 22nd term, she has been a member of Congress since 1983.
A member of the Democratic Party, Kaptur is the longest-serving woman in congressional history (having surpassed Barbara Mikulski in 2023)[1] and the dean of Ohio's congressional delegation.
Early life and education
Kaptur was born on June 17, 1946, in Toledo, Ohio, the daughter of Anastasia Delores (Rogowski) and Stephen Jacob Kaptur.[2][3] Her parents were both of Polish descent. Her mother was an automobile union organizer and her family operated a small grocery. Kaptur started volunteering with the Ohio Democratic Party when she was 13.[4]
Kaptur graduated from St. Ursula Academy in 1964 and became the first person in her family to attend college.[5][6] She received her undergraduate degree from the University of Wisconsin–Ma

Making History
When Marcy Kaptur left her home in Toledo to attend the University of Wisconsin, she meant to study history. Over the following decades, she ended up making it. The first member of her family to attend college, she’s now about to become the longest-tenured woman in the history of the U.S. Congress, having represented her Ohio district for four decades.
And her path started with an open door at the UW.
While growing up in Toledo, Kaptur knew she wanted to make a mark. But the first schools she looked at turned her away because of her sex: in the 1960s, both Notre Dame University and the U.S. Air Force Academy admitted only men. So, following the advice of a friend, she applied to the UW instead.
“I was working in a library in Toledo,” she says, “and one of the women I worked with, her husband had been stationed in Madison during the war. Background
Congresswoman Kaptur, a native Toledoan, lives in the same modest house where she grew up.
She is a Polish-American with humble, working class roots. Her family operated a small grocery store and her mother later served on the original organizing committee of a trade union at the Champion Spark Plug factory in Toledo.
After graduating from St. Ursula Academy, she became the first member of her family to attend college, earning a bachelor's degree in history from the University of Wisconsin (1968) and later a master's degree in urban planning from the University of Michigan.
